The following information regards the hiring process for entry level and classified positions. Questions concerning the recruitment and selection process can be directed to Courtney Cifaloglio at Ext. 64198.

Recruiting for Entry Level Positions and Non-Competitive Positions

Rowan University is an equal opportunity/affirmative action, higher education institution dedicated to achieving and maintaining a professional, highly trained and diverse staff. The staffing process is designed to ensure fairness and create a diverse pool of applicants for each position. New Jersey Civil Service Commission regulations always apply. However, there are situations where Rowan is authorized to recruit for the positions.

Due to the nature or qualifications of such positions, full-time and/or permanent entry level or non-competitive positions may post internally via the Rowan career site and the Rowan Announcer, while a copy will be sent to the Union for posting as applicable. When such positions are advertised externally, the Rowan career site, the Rowan Announcer, and through a variety of external online posting sources. A copy of the position announcement will also be sent to the Union as applicable. In all cases, all interested candidates are encouraged to apply.

In the rare event that a new hire is appointed provisionally into a competitive title, the selected candidate must be reachable for appointment within applicable “Rule of 3” Civil Service regulations and veterans preference procedures upon completion of a statewide examination process. Failure to be reachable for regular appointment into the provisionally appointed title may result in separation of employment from Rowan University.

Recruitment and Selection Regarding Classified Promotional Opportunities

In an effort to provide employees with the greatest opportunity for advancement, we will be changing how we post internal vacancies and request promotional exams.

When there is no current list for a title, an Internal Vacancy Announcement will be sent. It will indicate title scope and experience requirements for the open position. Internal Vacancy Announcements will no longer indicate specific titles that can apply. These announcements will continue to be communicated in the following way:

  • Posted on the Human Resources Bulletin Board
  • Posted on the Rowan University Website
  • Copy to each department
  • A copy will be sent to the Union for posting

Once applications are received for vacancies, they will be reviewed by Human Resources and candidates will be contacted regarding their eligibility in accordance with Department of Personnel regulations.

When Department of Personnel Promotional Announcements are received, they will be posted the first of every month. These announcements will remain posted until the 21st of each month. Promotional Announcements will be located in three central locations:

  • Posted on the Human Resources Bulletin Board
  • Posted on the Rowan University Website
  • A copy will be sent to the Union for posting

Due to the new procedure, promotional announcements will no longer be personally announced to specific titles, except in the case of provisional employees. Therefore, it is every employee’s responsibility to review postings in the above locations to be aware of tests being announced.

Workweek Categories and Compensation

This section serves as a reference for how time is compensated when an employee works on a holiday or beyond their normal workweek. There are four different categories that employees can fall under: 35, 40, NE & NL. You can find out which category you fall into by checking your time sheet. This information will be located next to your title. Below is an explanation of each category:

35 – Any time worked over 35 hours a week earn either cash compensation or compensatory time (determined by the department) at 1.5 times the hours worked. For holidays, all employees who are assigned a 35-hour workweek and work the normal 7-hour day on the holiday will be paid 7 hours for the holiday and receive compensatory time at the rate of time and one half (10 hours and 30 minutes).

40 – Any time worked over 40 hours a week earn either cash compensation or compensatory time (determined by the department) at 1.5 times the hours worked. For holidays, all employees who are assigned a 40-hour workweek and work the normal 8-hour day on the holiday will be paid 8 hours for the holiday and receive compensatory time at the rate of time and one half (12 hours).

Non-Limited, Non-Exempt (NE) – Any time worked over 35 hours a week but not more than 40 hours have no claim to overtime or cash compensation. Compensatory time is only given on an hour-for-hour basis when employees are required to work on a regularly scheduled day off. Compensatory time will not be granted for work done as an extension of the regular work day except under extraordinary conditions which must be explained in advance and approved by the Vice President prior to the date(s) on which the time is to be worked. Any time worked over 40 hours a week receive either cash compensation or compensatory time (determined by department) at 1.5 times the hours worked over 40. For holidays, NE employees who are assigned a normal workweek and work the normal 7-hour day on the holiday will be paid for the holiday and receive compensatory time of 5 hours at the rate of hour-for-hour and 2 hours at the rate of time and one half (8 hours total).

Non-Limited (NL) – Employees are not entitled to overtime or cash compensation. Compensatory time is only given on an hour-for-hour basis when employees are required to work on a regularly scheduled day off. Compensatory time will not be granted for work done as an extension of the regular work day except under extraordinary conditions which must be explained in advance and approved by the Vice President prior to the date(s) on which the time is to be worked. For holidays, NL employees assigned to work on the holiday will be paid for the holiday and receive compensatory time hour-for-hour.

**Please note that there are exceptions to the above rules in accordance with the union contract (e.g. snow days.)

Normally, the University will hold classes on certain holidays during the fall semester (Columbus Day, Election Day, and Veterans’ Day) and the Spring Semester (Presidents’ Day and Good Friday). Since classes are being held on these holidays, the University will need to provide full support services. Managers of the various offices will work with employees to determine who will be needed to provide the necessary services.
