Section 487(a)(23) of the Higher Education Act of 1965, as amended, (HEA) requires certain
institutions of higher education to, among other things, “make a good faith effort to distribute a
mail voter registration form [. . .] to each student enrolled in a degree or certificate program and
physically in attendance at the institution, and to make such forms widely available to students at
the institution.” 20 U.S.C.1094(a)(23), see also 34 CFR § 668.14(d).

  2. Voting more than once, including voting in two or more states, is prohibited under
    federal law (52 U.S.C. 10307(e));
  3. Knowingly or willfully providing false information including relating to name,
    address, or period of residence in the voting district for the purpose of establishing
    eligibility to register or vote is prohibited under federal law (52 U.S.C. 10307(c)); and
  4. In most states, individuals may only register to vote where they are domiciled, and
    they may not be domiciled in more than one place.

Constitution Day

In 2004, the 108th Congress of the United States passed the Consolidated Appropriations Act of 2005, Public Law 108-447. That law states that "---[e]ach educational institution that receives Federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of each year for the students served by the educational institution." The 17th of September is the anniversary of the signing of the U.S. Constitution in 1787. In compliance with Federal legislation, Rowan University is committed to providing Constitution Day activities every year on September 17th. Activities include, but are not limited to copy of the Constitution, games and puzzles, American flag pin, and videos that discuss and recognize the importance of involved citizenship in our communities and the rights and responsibilities of citizenship in this great Nation. Constitution Day also serves as a reminder to participate in the political process by exercising our right to vote.
