The State Authorization Reciprocity Agreement (SARA) is a voluntary agreement among its member states and U.S. territories. It establishes comparable national standards for interstate offering postsecondary distance education courses and programs. It is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. Students are advised to visit the NC-SARA website to learn more. 

Rowan University is a SARA-approved institution and a member of the National Council for State Authorization Reciprocity Agreement (NC-SARA), which allows us to provide distance learning programs and coursework to residents of states other than New Jersey. For the purposes of SARA, a distance education student is defined as a student of a program that is fully offered by modalities where the student and faculty member are in separate physical locations, such as online courses and programs.

Complaint Process

If a student lives outside of New Jersey and has a complaint regarding the education that they are receiving at Rowan University, complaint procedures have been established to assist them. We encourage students to seek resolution to any concerns by discussing them informally with a staff member at the University. If a complaint cannot be handled informally, students may seek resolution of their concerns by following procedures set forth on the Complaint Processes and Procedures website of the University. If a complaint cannot be resolved at the University level, the student may contact the New Jersey Office of the State Secretary for Higher Education. If the student resides in another state, they may contact the SARA Portal Agency of that state for further information.

Professional Licensure Disclosure

A state's laws may require individuals to be licensed or have a certificate to practice a profession in that state. If a student lives outside New Jersey and is pursuing a degree in a field that requires a license or certification to practice, it is important for that student to determine whether their degree from Rowan University will qualify them for that license or certification. Students considering a program of study that leads to professional licensure, endorsement, or certification should contact the appropriate credentialing agency or licensing board in the state where they plan to work prior to enrollment at Rowan University. If information regarding the field is not provided in the entry for the student's home state, then the student should consult the licensing agency indicated for their state for further information.
