Thank you for your interest in becoming a vendor with Rowan University. Rowan recognizes the importance of supplier diversity in its procurement practices. The University has a diverse student, staff and faculty population. In conjunction with the University’s overall commitment to diversity and inclusion, the University is committed to contracting with qualified suppliers from all parts of the business community in procuring needed goods and services. By encouraging the participation of Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs), collectively SMWBEs, in the procurement process, the University strengthens contracting opportunities for SMWBEs, while at the same time providing a value added strategy that increases competition to ensure that the University’s funds are maximized.
Supplier Diversity & Inclusion will serve as a liaison between minority owned, women owned, veteran- owned, and small business enterprises and the Rowan University community. In addition, we will recruit, education and advocate for vendors who qualify for the program as well as encourage partnerships between diverse suppliers and larger suppliers.

Certifications We Acknowledge
Small Business Enterprises (SBEs): are businesses that have no more than 100 permanent employees and their principal place of business in New Jersey.
There are three categories of SBEs: | |
Category 1: | Gross revenues not exceeding $500,000 |
Category 2: | Gross revenues not exceeding $5,000,000 |
Category 3: | Gross revenues not exceeding $12,000,000 |

Minority Business Enterprises (MBEs): Are businesses that are 51% owned, operated, controlled and operated by United States citizens who are African Americans, Asian Americans, Hispanic Americans, Native American or Asian Pacific American.
Women Owned Business Enterprises (WBEs): Are businesses that are 51% owned, operated, controlled and operated by women.
Veteran Owned Business Enterprises (VBEs):

Veteran Business Enterprise: To register as a Veteran Business Enterprise complete the State of New Jersey Veteran Owned Business Registration Application. Doing Business with Rowan University
Creating Supplier Diversity
Rowan University actively solicits the participation of a diverse supplier base in its procurement process. In this regard, the Contracting & Procurement office works with the State Division of Minority and Women Business Development to post all of its public bidding opportunities on the Division’s website.
In addition, the Office of Contracting & Procurement attends vendor fairs and community events to get the word out to SMWBEs regarding University contracting opportunities.
To become a vendor with Rowan University as a small, minority and/or woman owned, the business MUST be certified with the New Jersey Department of the Treasury- Division of Revenue.
Becoming a Rowan University Supplier Diversity & Inclusion Program Vendor
If you’re interested in working with Rowan University we encourage you to complete the following steps:
- Complete the Certification Application Process from a Rowan University recognized Certifying Agency.
- Obtain a W-9 and New Jersey Business Registration Certificate (BRC).
- Email supplierdiversity@rowan.edu with the aforementioned attachments and a capability statement.
- Once your company's W9/NJBRC and Certifications are collected and verified a Rowan University ID will be assigned.
- All Rowan University Supplier Diversity & Inclusion Program participants will be added to a Supplier Diversity Business Directory. The University Contracting & Procurement Team, as well as the University community, will be encouraged to utilize participant’s information as a source of potential suppliers to consider when an appropriate opportunity arises in the Universities sourcing process.
W9 & BRC Directions:
In order to set your company up with a University Vendor Account, the following two documents are required (other compliance paperwork may apply relative to specific purchases).
- W-9: The University is required by Internal Revenue Service (IRS) regulations to report payments to vendors for tax reporting purposes. These regulations are applicable for individuals, LLCs, Corporations, Partnerships and Non-Profits that will receive payment from Rowan University. The W9 forms are required to confirm the accuracy of the information provided.
- New Jersey Business Registration Certificate (NJ BRC): PROOF OF REGISTRATION. If you plan on conducting business with the State or any New Jersey county, municipality, local board of education, charter school, county college, authority, or state college or university, you will be required to be registered with the New Jersey Division of Revenue. In addition, you may be required to submit as part of a public bid or prior to issuing a purchase order a copy of the “proof of registration certificate” to the contracting agency.

To register:
Businesses including sole proprietors and general partnerships must complete Form NJ-REG and submit it to the Division of Revenue. The form can be filed online or by mailing a paper form to the Division. Online filing is strongly encouraged.
- Register online. Click the “online” link and then select “Register for Tax and Employer Purposes.”
- Download the NJ-REG WITH INSTRUCTIONS
- Write to the Division at: Client Registration Bureau, PO Box 252, Trenton, NJ 08646-0252.
Note: If you operate a corporation, limited partnership, limited liability company or limited liability partnership and have a physical presence in this state, you must obtain legal authority to operate in the State of New Jersey before registering for tax and employer purposes. Generally, this is accomplished by filing an original business certificate with the Division of Revenue, such as a Certificate of Incorporation or Formation. Registering as an individual or as an unincorporated construction contractor: There is a simplified registration process for individuals doing business with any New Jersey government agency. If you have no tax or employer obligations, you may file Form NJ-REG-A which may be downloaded.
You may also use Form NJ-REG-A if you are an unincorporated construction contractor performing services (Chapter 85, P.L. 2006, defined under N.J.S.A. 54A:7-1.2) in NJ and need to register with the Division of Revenue.

Please note that the Office of Contracting & Procurement is responsible for oversight in the purchasing of goods and services for the University. We do not select vendors, regardless of the size of the purchase, nor do we provide or arrange solicitation calls of any kind. It is the explicit responsibility of individual vendors to identify which University departments may benefit from a vendor’s products and services.
To obtain a list of Rowan University departments, please visit www.rowan.edu. From the home page, select “Directory” from the Quick Links dropdown menu in the upper right-hand side. By clicking on the down arrow in the “Search Department” field, you will find a listing of ALL Rowan departments and the associated contacts therewith.
Once the W9/NJBRC are collected and verified, a Rowan University Vendor account will be assigned.
