Title VI at Rowan University

Title VI of the Civil Rights Act of 1964 is a federal law that prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving federal financial assistance. Rowan University is committed to fostering a community where all individuals feel welcome, valued, and respected—free from discrimination and harassment.

The Office of Student Equity and Compliance (OSEC) is responsible for investigating and responding to Title VI-related concerns and ensuring that university policies and practices support equity and inclusion.

What Does Title VI Cover?

Under Title VI, discrimination based on race, color, or national origin—including language and accent discrimination or denial of language services—is prohibited in all Rowan programs and activities that receive federal funding.

Examples of potential Title VI violations include, but are not limited to:

  • Racial harassment or racial slurs
  • Exclusion from activities based on ethnicity
  • Unequal treatment or grading
  • Denial of meaningful language assistance to English language learners

To ensure compliance with Title VI and other anti-discrimination laws, Rowan has implemented the: Procedures for Addressing Allegations of Student Discrimination and Retaliation

These policies:

  • Apply to all Rowan students
  • Prohibit discrimination, harassment, and retaliation based on race, national origin, color, and other protected categories
  • Outline procedures for investigating complaints and addressing violations
  • Apply to conduct that occurs both on and off campus, if it impacts the Rowan community or learning environment
