Interim Title IX Coordinator, Joe Mulligan

Joe serves as Interim Title IX Coordinator with the Office of Student Equity & Compliance (OSEC) as well as Associate Director for Clery Compliance in the Public Safety Department and has worked at Rowan University for the past 19 years. Joe holds BA and MA degrees in Communication Studies from West Chester University. Prior to working at Rowan University, Joe worked in Student Affairs positions at both Ramapo College of New Jersey and Monmouth University. He currently resides in Gloucester County with his wife and daughter and has always enjoyed golfing with friends. If you ever visit his campus office, he’s going to ask you where Black Sabbath played their first American concert.

 

Investigator/Deputy Title IX Coordinator, Jennifer L. Neilio

Jennifer Neilio, is a trained Title IX investigator with over 20 years experience in the practice of law in both Federal Courts and NJ and PA State Courts.    She is a graduate of Wesley College (B.A. 1995) and Widener University School of Law (J.D. 2000).  At Widener Law, she served as an executive board member (bluebook editor) on the Widener Law Symposium Journal and a member of the Moot Court Honor Society. She was recognized for her leadership qualities and was awarded the Zelda H. Herrmann Memorial Award and John C. Warrington Memorial Scholarship.  She was also a member of the Phi Delta Phi Harrington Inn Honor Chapter. Ms. Neilio currently resides in Gloucester County, New Jersey, with her husband and two children. She is actively involved with the Sled Stars – a sled hockey team for youths and adults with physical disabilities.

 

 

Program Facilitator, Margie Viggiano, MBA

Before joining the Rowan Community, Margie held a variety of positions within the Department of Navy including Department Head for Training and Development and Director of the Career Resource Center. She managed a highly recognized, award-winning mentoring program and served on the EEO Advisory Committee for many years. Her devotion to equity, diversity and inclusion led to the development of innovative strategies to address underrepresentation and resulted in a significant increase in diversity hiring. Her background in Instructional Systems Design (ISD) later prompted a career move to the Department of Homeland Security as a Team Leader and Lead Instructional Systems Designer where she participated in the accreditation process and assessed Federal Law Enforcement Training Programs throughout the U.S.

Margie is heavily involved in Rowan's commitment to state and federal mandates on equal employment and civil rights, supports Diversity Programs and Title IX Awareness events campus wide. She is passionate about design and applies these skills in her work as an Instructional Systems Designer and Website Designer for OSEC. Formerly a member of the Federal Executive Board (FEB), Margie maintains close ties with the FEB bringing Federal employment opportunities and internships to the students of Rowan University. She oversees departmental interns and is committed to inspiring students to break boundaries and go far beyond their limits.

Margie earned a Bachelor of Arts degree in Liberal Arts and a concentration in Fine Arts from Temple University followed by an MBA in Learning Management & Knowledge Management from Walden University. She is a long-time certified practitioner of the Herrmann Brain Dominance Instrument and has been invited to speak on the topic of Creative Thinking, Whole Brain Thinking and the Neuroscience of Learning.
