English Language Policy
Rowan University English Language Proficiency Policy
International students must show proof of English language proficiency as outlined below.
International Student Language Policy:
An applicant is considered an international student if they need a non-immigrant visa such as F1 and J1
in order to study in the United States. International students must show proof of English language
proficiency. See below for exemptions
Prospective students must meet one of the following as proof of English language proficiency:
- Duolingo: Effective immediately, Rowan University accepts Duolingo test as an English proficient exam. The minimum score we require is 95. You can take the test here: https://englishtest.duolingo.com/
- TOEFL iBT: Minimum score of 70 (or minimum score of 525 on TOEFL PBT) for Traditional
Admissions – official scores must be sent directly to Rowan from the test provider. Rowan
University accepts TOEFL "MyBest Scores". The university code for TOEFL score report is 2515. - IELTS: minimum score of 6.0 for Traditional Admissions – official scores must be sent directly to Rowan from the test provider.
- PTE: minimum score of 50 for Traditional Admissions – official scores must be sent directly to Rowan from the test provider.
- Successful completion of Rowan’s English Language Program (ELP) Level 5 with a minimum GPA score of 3.0 – must provide Certificate of Completion and letter from Director of ELP.
- Successful completion of ELS – Level 112.
- A minimum grade of 5 or higher in International Baccalaureate (IB) English-A course or a minimum grade of 6 or higher in International Baccalaureate (IB) English-B course.
Exemptions from language policy:
International students are exempt from the language policy if they meet one of the criteria below:
- They have obtained a degree from an institution in the United States.
- They studied 2 years or more at a US high school and earned a high school diploma.
- They have at least one year high school education in the USA and earned a B or higher in the English or English Literature class (not ESL, not English grammar).
- They are submitting an official SAT/ACT score report that meets the university minimum
requirements. Minimum SAT of 900 or Minimum ACT of 16. - They have satisfactorily completed 24 semester credit hours (not including ESL classes)
at an accredited college or university in a country where English is the official language and the
medium of instruction. - They have satisfactorily completed the equivalent of College Composition I and College
Composition II with a grade of “C” or above at an accredited U.S. college or university. - They have obtained an International Baccalaureate (IB) diploma.
- They have obtained a degree from a country where English is the official language and the
medium of instruction.
The following countries have English as their official language and the language of instruction and are
exempt from English language testing requirements

Note: Students who do not meet the English language requirement and/or any other requirement for full admission to an academic program at Rowan University may apply for admission to Rowan's English Language Program.
