The Solomon Amendment

The Solomon Amendment allows personally identifiable student information to be released to military recruiters that may have otherwise been denied them under the Family Educational Rights and Privacy Act of 1974 (FERPA). However, if a student has submitted a Request for Confidential Status of Directory Information to the Office of the University Registrar to restrict the release of his/her Directory Information, then no information from that student's education record will be released under the Solomon Amendment.

If there is no restriction on file, the institution is obligated to release data included in the list of “Student Recruitment Infor­mation" or "Solomon Information."

For students currently enrolled, "Solomon Information" includes the following:

  • Name
  • Address
  • Telephone number
  • Age (or year of birth)
  • Level of education (e.g., freshman, sophomore or degree awarded for a recent graduate)
  • Academic major

Procedure for releasing information to military recruiter:

  1. Under the Solomon Amendment, information will be released for military recruitment purposes only. The military recruiters may request student recruitment information once each term for each of the 12 eligible units within the five branches of the service:
    • Army: Army, Army Reserve, Army National Guard
    • Navy: Navy, Navy Reserve
    • Marine Corps: Marine Corps, Marine Corps Reserve
    • Air Force: Air Force, Air Force Reserve, Air Force National Guard
    • Coast Guard: Coast Guard, Coast Guard Reserve
  2. Military recruiters are to submit Solomon Requests to: Office of the University Registrar, Rowan University, 201 Mullica Hill Road, Glassboro, NJ 08028, or through registrar@rowan.edu. Military recruiters are required to (1) submit the request for information in writing on letterhead, clearly identifying the unit of service requesting the student recruitment information and (2) include a completed “Solomon Amendment Request for Informationorder form.
  3. Information released is limited to the enrollment for the current or previous semester. If the request is received between semesters, the requestor must specify previous semester or upcoming semester.
